A Robust Educational Background

Mr. Smith's career is supported by an academic foundation that continues to inform his work today. He first earned a Bachelor of Science in industrial management at the Illinois Institute of Technology in 1971. Following this, he completed a Master of Business Administration in finance and financial management services from Loyola University Chicago in 1973. Additionally, Mr. Smith is certified as a health care & IT arbitrator by the American Arbitration Association.

During his graduate studies, Mr. Smith established connections with several individuals who worked for Blue Cross Blue Shield (BCBS). Upon graduating in 1973, he joined BCBS Illinois and later the Blue Cross Association. Just four years later, he was appointed as vice president of claims for Independence Blue Cross, where he worked until 1992. In this role, he was responsible for several significant advancements in claims processing, migrating to a new supporting IT application systems platform and management.

Drawing on this experience, Mr. Smith served as both senior vice president and chief information officer at Arkansas BCBS from 1993 to 2014. Here, he introduced Arkansas's first integrated health information exchange (HIE) system, enabling seamless electronic communication between health care professionals and hospitals across the state. For this contribution, Mr. Smith was invited by former U.S. President George W. Bush to assist in developing a national HIT strategy.

Founding HITvision

Following his extensive tenure with BCBS, Mr. Smith decided to make the leap into entrepreneurship. Recognizing the need to improve health care through technology on a global scale, he founded HITvision as a solution. Through his company, he has helped health care professionals and institutions in the United Arab Emirates, Bahrain, Kuwait, the Czech Republic, England, Austria, Germany and other continents streamline and innovate their HIT systems.

In addition to his professional career, Mr. Smith was an active member of the American Arbitration Association, where he participated in IT-related dispute resolutions.
