Former Federal Government Attorney Strengthens Firm's National Presence in Tax Disputes

With over 18 years of experience in tax law, including significant roles in federal government service, Jessica's addition strengthens the firm's ability to assist clients in complex tax matters.

Before rejoining Frost Law, Jessica held several key positions at the United States Tax Court. Most recently, she served as Deputy Clerk of the Court from 2018 to 2021, overseeing the Court's case services division. Jessica led the development of DAWSON, a new case management system that replaced a legacy platform in use for over three decades. She also played a critical role in the Court's transition to remote operations during the COVID-19 pandemic.
Jessica's federal experience also includes serving as Assistant General Counsel at the U.S. Tax Court, where she advised senior leadership on employment, procurement, and contract law. Additionally, she worked as an IT Specialist with the General Services Administration (GSA), where she contributed to IT modernization efforts across several key federal agencies, including the IRS, NIH, and SAM.gov.
Jessica holds an LL.M. in Taxation and a Juris Doctor from the University of Baltimore School of Law. She also earned a B.A. in Economics and Political Science from Bryn Mawr College. She is admitted to practice in Maryland, the U.S. Tax Court, the U.S. District Court for the District of Maryland, and the U.S. Court of Appeals for the Fourth Circuit.
Based in the Tampa Bay area, Jessica strengthens Frost Law's focus on providing top-tier legal solutions to clients across Florida. Her return to the team reflects the firm's ongoing commitment to expanding and enhancing its presence in the state, particularly in the areas of tax controversy and U.S. Tax Court litigation.
